Open to Officers currently serving in the Michigan Air National Guard and those eligible to join in the rank/grade of O4/MAJ (Those officers that have completed Air Command and Staff College) and LTC/O5. Officers holding only the Chaplain or Medical Area of Concentration (AOC) are not eligible for this position. Combat Arms deployment experience is a plus. Michigan National Guard AGRs and Technicians will be guaranteed re-employment in the full time support system after completion of this Title 10 Tour.
• MAJ applicants must have completed Air Command and Staff College.
TOUR TYPE: TITLE 10 AGR TOUR
TOUR LENGTH: 2 YEAR ACCOMPANIED TOUR WITH POTENTIAL 1 YEAR RENEWAL (ESTIMATED NOV 2017 – NOV 2019)
This is a Title 10, PCS covered, housing provided, accompanied tour depending on the needs of the combatant commander and the selected officer’s desire.
The State Partnership Program (SPP) is a National Guard initiative that aligns American states with countries around the world for the purpose of fostering mutual interests and establishing long-term relationships across all levels of society. The SPP helps to facilitate bilateral engagement and security cooperation as well as enhance professional relationships and mutual understanding. It encourages the development of economic, political and military ties between U.S. states and partner nations.

AREA 1: ON-BOARD PERMANENT ACTIVE GUARD RESERVE (AGR) EMPLOYEES AND ON-BOARD PERMANENT DUAL STATUS TECHNICIANS OF THE MICHIGAN AIR NATIONAL GUARD (TENURE I OR II STATUS)
AREA 2: OPEN TO ALL CURRENT TRADITIONAL GUARD MEMBERS OF THE MICHIGAN AIR NATIONAL GUARD
AREA 3: OPEN TO THOSE ELIGIBLE FOR COMMISSION IN THE MICHIGAN AIR NATIONAL GUARD AT THE O4/MAJ (applicants must have completed Air Command and Staff College) and O5/LtCol
BRIEF DESCRIPTION OF DUTIES:
Serves in the U.S. Office of Security Cooperation (OSC) in Latvia as a liaison for Europe Command, the National Guard and the State of Michigan as a Bilateral Affairs Officer (BAO). Responsible for the planning, scheduling, coordination, and execution of Theater Security Cooperation and Military to Military (M2M) activities between Latvia and Europe Command. Develops and coordinates the State Partnership Program (SPP) between Latvia and the Michigan National Guard. Assists the Office of Security Cooperation in developing and planning Theater Security Cooperation events based on Europe Command and the U.S. Embassy Country Team goals. Develops and updates the M2M/SPP section of the U.S. OSC Work-Plan. Assists in the development of the U.S. Embassy Country Team Work-Plan. Supports U.S. strategy of peacetime engagement and promotes U.S. Embassy country goals. Performs other duties as assigned in support of Europe Command’s Theater Security Cooperation engagements.

2. AT A MINIMUM, YOUR PACKET SHOULD INCLUDE THE FOLLOWING:
a. COMPLETED NGB FORM 34-1 signed and dated with the job announcement and title. (Do not submit an SF Form 171 or OF 612)
b. Military Personnel Report on Individual Personnel (RIP) from either the vMPF or MilPDS no more than 30 days old
c. An official fitness score of 75% or higher within 1 year (from the AF portal)

ENTRY QUALIFICATION PER ANG 36-101
1. The intent of the AGR program is to assess AFSC qualified individuals. However, any applicant selected who does not possess the AFSC, must sign an agreement to retrain.
2. Enlisted personnel applying for Officer position must be eligible for commissioning upon selection for AGR duty. Assignment to the AGR tour will not become effective until the individual receives a commission in the ANG and as a Reserve of the Air Force
3. Members selected for AGR tours must meet the physical qualifications outlined in AFI 48-123, Medical Examinations and Standards. Airmen with a DD Form 469, Duty Limiting Condition Report reflected at the time of an AGR physical package evaluation, will not be deemed medically qualified. However, accession of a member is possible as long as the member is medically cleared of any Duty Limitation Code (DLC)/medical profile prior to starting an AGR order.
4. Personnel must have retainability to complete the tour of military duty.
5. Applicants are subject to personal interview upon notification of time and place. Necessary travel will be at the applicant’s own expense.
6. Pregnant females are eligible to apply for AGR tours. If selected, they cannot be appointed and entered on active duty until the pregnancy period has expired.
7. Initial AGR tour orders are probationary. Individuals selected for continuation until retirement and electing Career Status Bonus (CSB) must be extended to the date they will achieve 20 satisfactory active duty years on their AGR orders.
8. Voluntary release from the AGR program prior to completion of tour is contingent upon approval of the Adjutant General of Michigan.
